NEW MANCHESTER - Jack and Janess Howard of Wellsville announce the engagement of their daughter, Rachel Howard, to Joshua Beagle, son of Randy and Susan Beagle of New Manchester.
The bride-to-be is a 2009 graduate of East Liverpool Christian School. She is attending Kent State University and plans to graduate in August with a bachelor's degree in psychology.
Her fiance is a 2006 graduate of Oak Glen High School. He lives in Morgantown and works for a contracting company.
