When you see a dog or cat running loose in and out of traffic and your heart sinks like mine, you can help. Just call the sheriff's department to report the endangered animal. Moreover, if possible, try to keep the animal out of harm's way until the authorities arrive.
By calling you will be, more than likely, saving the animal's life or saving the animal from injury. The authorities will transport the animal to the local animal shelter, which will care for it. I also encourage animal guardians who have lost their animals to keep in contact with the local animal shelters.
Last, it is essential to have an ID tag with your telephone number on the animal's collar. This will expedite the return to you.
