SMITHFIELD - Bloomingdale-Smithfield-Chandler Road (county Road 23) will be closed today and Friday in sections to allow Jefferson County highway department crews to install culverts.
The road was scheduled to be closed at a point 2.1 miles south of county Road 26 from 11 a.m. until 2:30 p.m. The road is scheduled to be closed Friday at a point one-tenth of a mile south of county Road 26 from 8 a.m. until 2:30 p.m.
The highway department reported there will be no through traffic.
WINTERSVILLE - A health care provider course scheduled for Saturday at the American Red Cross Jefferson County Chapter has been rescheduled for Sept. 25.
The course begins at 8:30 a.m. and participants do not need to be a health care provider to take the class, which is valid for two years. The training includes adult, infant and child CPR/AED along with two-person CPR, bag-valve mask and pocket mask. First aid is not included in this training.
Nursing students needing to be certified before starting clinical work are eligible to attend the class. Those previously taking the course and in need of a review may attend at a reduced rate by bringing their pocket mask and student manual.

Island Creek fall
STEUBENVILLE - Island Creek Township's fall community cleanup is set from 9 a.m. to 3 p.m. Friday and Saturday at the township garage, 2371 state Route 213.
Dumpsters will be available for trash dropoff. Due to cost and Dumpster restraints, no tires, hazardous waste or electronics will be accepted. Also, there can be no dump truck loads or businesses taking part.
FOLLANSBEE - Craft vendors are needed for the Eighth-Annual Follansbee Christmas in the Park to be held Oct. 9-10 at Follansbee Park.

WELLSBURG - The Brooke County Health Department will hold seasonal flu shot clinics from 9 a.m. to 3 p.m. Sept. 27 at the Brooke County Senior Center and Sept. 30 at its offices at the Brooke County Courthouse.
There will be no charge for those who present Medicare, Medicaid or Health Plan cards at that time.
Appointments should be made for the senior center clinic by calling (304) 527-3410. Walk-ins are welcome at the Sept. 30 clinic.

Motorist not guilty by reason of insanity
HAMILTON - A judge has ruled a southwest Ohio motorist not guilty by reason of insanity in a car crash that killed two people.
Authorities said Zaki Qayoumi, of Springfield Township was charged with aggravated vehicular homicide in the deaths of a man and woman after he ran a red light and crashed into their car in Fairfield in February.
Qayoumi was diagnosed as manic and bipolar with psychotic features. Police say Qayoumi said he was on his way to a hospital to perform surgery. They say Qayoumi is not a doctor and made incoherent statements.
