There has been a forensic accountant looking at Steubenville's finances and he has found a few things he has never seen in his 20+ years as a CPA and former finance director of Toledo Ohio. The city has almost a million dollars in a "safety fund" that was created without an ordinance or documentation of any kind.

This is very wrong...I think that down-sizing vital services is poor thrift. Forensic accountants need to look at the City of Steubenville's books to see exactly what is going on...if anyone has any insights they need to contact federal authorities. Cities can become infected with the ENRON DISEASE.
