These problems have no short term quick fix. The people of Steubenville have no one to blame for these problems but themselves. The police force is riddled with problems, the city and county legal system is riddled with a lack of professionalism and an abundance of incompetence. Top that off with the reelection year in and year out of people who are a huge part of the problem. We the voters of Jefferson County and the city of Steubenville must share in this blame we have allowed this to happen with our low voter turn out and lack of willingness to run against these people. It is time to take a hard look at ourselves and ask if we have what it takes to make the changes needed. It is all to easy for us to blame "outsiders" when we are trying to avoid looking in the mirror. We the people of Steubenville have to start caring about more than sports.

Justacitizen I don't have to tell the chief or manger about the drugs as a few have already been suspended for their abuse and are back the streets working and as far as the officers not writing citations they know that as well since it was part of report conducted by an outside consulting firm. I may have misunderstood the staffing but these are things I know for sure. I would never put addresses of officers but anyone that lives in the area of some of them will tell you how often they are at home or the west end fire station.

Thank you Gheppto, I just checked the bloomdaddy site before seeing your post and found the reference to 3 Officers on Midnight, it was made by Bloomdaddy, not Mr.Marquis as claimed by KeithS. KeithS I was not trying to argue as you seem to think. I was disagreeing with and disputing your post with actual facts. I agree with the need for more Officers, but making unproven accusations without evidence will accomplish nothing. If you have proof of wrong doing I suggest you report it to the Chief or City Manager so it is addressed, accusations without proof serves no purpose.

Gheppto you are correct I apologize for taking it the wrong the way. There def needs to be more than 3 on at a time. I am not against the hiring of more officers but I would like them to get the ones they have to do there jobs as well.

KeithS: Bloomdaddy said there are 3 officers on duty at night... not 3 assigned to night shift. there probably ar e 9 or so officers on midnights to cover days off and vacation etc...

3 on duty..more assigned to mids

Justacitizen I am not going to fight and argue on here. It was on bloomdaddy yesterday and he said it following the press conf yesterday as well. If you believe their are 20 officers out in cruisers on afternoon and midnight that is fine w me.

KeithS I spent 2 hrs. checking News releases regarding this press conference and find No Mention at all about Midnight Shift having only 3 guys. I also checked for other News Articles with statements from Mr. Marquis and found none making mention of the midnight Turn staffing as you have stated he has told. Post your sources for the rest of us to see. You say "He has told multiple people in the news they only have 3 guys on night shift" if this is true where did you find it? Perhaps you misheard something somebody else told you, as no local news people have posted anything even close to what you claim.

KeithS re-read the article No where in this article does it say 3 Officers on midnight or even mention the midnight shift for that matter, where are you getting this MISINFORMATION -Myself and other would be interested in READING IT - Like I said if you want real facts call the Chief or City Manager and they will gladly straighten it out for you

How about the Mayor run the city since that is what a mayor is elected to do. Why in a town of now only 18,000 do we pay a city manager to run the town? It hasn't worked out well as far as we can see,, the town more of a mess than ever, so with her salary hire more cops. Let the elected mayor try managing the city, if he doesn't know how, let us elect a mayor who does understand city management. We've wasted money for nothing here long enough.

Just a citizen if their are 9 guys on night shift why did Mr. Marquis say their are only 3 officers on the night shift. He has told multiple people in the news they only have 3 guys on nightbshift

@gheppto I agree they need no nonsense officers. And I do believe the younger officers are good. The problem seems to lie with the older captains who believe they don't have to work any shift but daylight. Like I have said 38 members and you only have 3 on night turn. It is time the chief and council get together and even the shift differential. If the older members don't like we're they are assigned then pack up and retire. I think they have the personnel just not the structure.

I checked and Here is the Official Assignments of the Police Department 1-Chief 1-Administrative Captain 3-Detectives(1 Sergeant & 2 Patrolman)1-Juvenile Officer(Patrolman)2-Narcotics Officers 1-Sergeant on light duty working at the MLK Center-Day Shift= 1 Captain,1 Sergeant,1 Dispatcher & 6 Patrolmen Afternoon=1 Captain,2 Sergeants, 1 Dispatcher,8 Patrolmen Midnight= 1 Captain, 2 Sergeants, 6 Patrolmen 3rd Dispatcher works 2 Day Shifts, 1 Afternoon Shift & 2 Midnight Shifts- Do the math that's 20 Uniformed Officers assigned to Afternoon & Midnight This is verified/checked fact. If anyone would like to check for themself rather than listen to misinformation spread on the internet from uniformed people that would rather spread lies, I suggest you call the Chief's Office or the City Manager or stop a Police Officer on the street and ask

@2GirlsMom: I don't think he was convicted of domestic violence. Also it is not like he was slapping his wife around..his teenage stepson got in his face and Marquis was accused of pushing him away. I think he plead to a lesser charge, unknown if he stayed with the wife.

He is a member of SPD. Although I am not a big fan of SPD, I have seen him at several incidents and he appears to be the type of take no crap officer Steubenville currently needs more of.

Up until this point the citizens of Steubenville watched the unions stand together for safety and services of our community. Now there is mr Marquis pointing fingers in all directions but his own. Do the math 38 policemen and in his own words only 3 work midnight. A commoner can figure out they can be more patrol on the streets if they go to 20 daylight, 9 afternoon,9 midnight.he must have a very high opinion of himself to point fingers elsewhere. Isn't this the same man who was fired several years back on a domestic violence charge?

We definitely need more officers and we need officers that work. From what I've read here, there are many that don't. How many unemployed military veterans are there out there that are acclimated to war zones? Many. Why not hire these men and let them use the skills they've learned while in the military? We need people to bust some heads and send these thugs packing back to Chicago.

I believe that Steubenville needs to get dirty with the criminals. If you read the police log in the newspaper, most of those arrested in connection with violent crimes or large scale drug dealing are from Chicago. The solution, have officers threaten these people to get outta dodge or face the consequences. I don't care if they have to "frame" them. Get em outta here, send them back to the Chicago ghetto they came from.

That is true loose he needs to step up as well. But won't because he is doesn't want to ruffle feathers. But when you have 3-4 officers not writing one ticket in years there is something wrong. I truelly do believe this dept has assisted this city in gettting this way due to their laziness and unwillingness to put pressure on these guys.

If what KeithS is saying is true, then Jim Marquis needs to explain what is going on. It sounds crazy for a police force to be playing games with the lives of the public or the lives of fellow officers. If I were a cop and other cops were laying around or hanging out at their homes while I was in harms way that would not sit well with me. If this is true, the sad picture is that the police will be burying one or more of their own while we the public will be burying our loved ones. No one in the community is safe. If you have to go to a gas station or grocery store you are a target.

Mr. Marquis needs to first get his officer away from hanging out at their houses while on duty. He then needs to get a few of them off the drugs. Finally what the public may not know is the amount of officers on daylight who stay in the station and never work a night or evening shift. Oh we must not forget the 3-4 officers who didn't write one citation for 3 years. Plus I have to ask if you have 38 members of the dept why do only 3 work night turn glad the other 35 get the nights off. If you solve these problems and you are still in trouble you will get support

I agree with Jim Marquis!!! If our community doesn't see the writing on the wall then we are in for a rude awakening. We need a larger police force. We need to make sure that the people putting their lives on the line have the tools and compenstation they are deserving of. We need more police officers, enough officers to face the drug dealing, murderous gangs that will kill you without blinking an eye.

What the city manager doesn't understand it that they are paying out of the wazooooo for overtime with the police and fireman that are working now. Bring back the laid-off UNION members and we will not have to pay all that overtime. Protect and serve is the motto isn't it?
