Black History Fact

In celebration of Black History Month, we are saluting area black leaders throughout February who have made or are making an impact on local communities.

— C. Ray Mullins, a Steubenville native, was appointed a U.S. Bankruptcy Court Judge in 2000. Mullins became the first African-American bankruptcy judge in the history of the 11th Circuit Court, which encompasses Georgia, Alabama and Florida. He is the son of the late Coleman and Carrie Mullins of Oak Grove Avenue. Mullins is one of 22 nominees from the United States and abroad who was inducted into the 17th class of College Fellows.
