Steubenville will conduct final planned bulk refuse pickup starting Saturday
STEUBENVILLE — The city administration agreed Tuesday night to hold one more bulk pickup starting Saturday.
Several City Council members last week requested the fall bulk pickup.
“I would like to do a bulk pickup one last time as we transition to a new trash collection program this year. We should not pick up trash if the person is not paying their water or sanitation bills. I want to do this one last time and if someone is violating the rules, we should cite them. We can get away from bulk pickups but we need a different system in place first,” 2nd Ward Councilman Mike Johnson said at last week’s council meeting.
“I respectfully disagree with another bulk pickup. We are teaching people to believe they can put whatever they want at the curb to be picked up. It has created a perception of entitlement and we are subsidizing the avoidance of taking responsibility,” responded Street and Sanitation Superintendent Bob Baird.
“We owe our citizens one last bulk pickup and need to educate the citizens on future pickups. We have identified the hot spots for trash and garbage. I am proposing contracting the cleanup of those areas and then ask local leaders to clean up the hilltop neighborhoods. Then we need to depend on our people to keep it clean,” said Mayor Domenick Mucci last week.
Mucci warned anyone bringing trash and dumping it in the city will face arrest and prosecution.
“I am asking the residents to watch for people driving through our city and dropping of trash items. Please report the incidents to the police immediately,” Mucci stated.
The city administration is preparing for a new garbage collection system that will see residents issued containers to be used for trash and garbage.
City Manager Jim Mavromatis also proposed a sticker system that will allow residents to purchase a sheet of stickers from the utilities office to be used for large bulk items in the future.
“The resident can call the sanitation office and notify them the large item with a city sticker will be at the curb on the regular garbage pick-up day in the future,” noted Mavromatis.
Baird announced Tuesday night the fall clean-up collection will start downtown Saturday.
“The pickup will include the streets from Alikanna to the southern city limits and from 11th Street and Spring Avenue to state Route 7 and include Lincoln Heights.
The pickup will continue on Nov. 5 on the north side of Sunset Boulevard from Brady Avenue to the western city limits. Brady Avenue is included in this collection.
Bulk pickups will take place on the south side of Sunset Boulevard from McCauslen Manor to the western city limits on Nov. 12. On Nov. 18 the collection will take place on all streets on Pleasant Heights. The fall bulk collection will conclude on Dec. 3 on LaBelle.
Baird also said there will not be any trash collection on Nov. 24-25 because of the Thanksgiving holiday.
“City residents with Thursday and Friday collections are asked to place their garbage out for collection on Nov. 26,” explained Baird.
He noted anyone without an active and current utility account with the city or found abusing the collection program will not have their large bulk items picked up.
“We also will not collect tires of any kind, electronics, items with freon gas, hazardous waste and construction materials,” Baird said.
