Downtown Steubenville courthouse annex building closer to demolition

STEUBENVILLE — The Jefferson County commissioners took another step Thursday in plans to demolish the courthouse annex building.

McKinley & Associates of Wheeling, the architect for the project, received four quotes for the removal of four air conditioning units from either the annex roof or the roof of the walkway from the courthouse to the annex. Fort Steuben Maintenance of Steubenville submitted the lowest proposal of $32,430. The architect’s estimate was $30,000.

Commissioners are scheduled to open bids Thursday for the demolition of the building. Twelve contractors recently attended a prebid meeting about the project. Demolition will take about 30 days once the contract is signed, commissioners said.

Commissioners decided to demolish the annex building because of the amount of money needed to make improvements to the building, including a new roof. All county offices were moved out of the building more than a year ago. The area will be turned into a public parking lot.

Commissioners approved an agreement between the county water and sewer department and the U.S. Army Corps of Engineers for the proposed Amsterdam sewer project. The corps is providing the county a $1.7 million grant for the design and installation of the project. About 400 homes in the Amsterdam area and a portion of Carroll County will receive sewers because of faulty septic systems. Michael Eroshevich, county water and sewer department director, said the sewer project will cost between $9 million and $11 million. Eroshevich said the county anticipates receiving grants covering about 70 percent of the project.

Eroshevich said the county water and sewer department has received $8 million in grants since 2012.

Commissioners signed a contract for improvements to the telemetry system for the Crestview-Belvedere sewer system.

Commissioners rejected a bid from ELCON Technologies of Pittsburgh after the company admitted to a $300,000 mistake in its bid. Commissioners then signed a contract with Cattrell Cos. Inc. of Toronto, with a proposal of $940,000.

The work will include radio controls for seven lift stations in the Crestview-Belvedere area and a control center at the water and sewer department building on state Route 43 outside Wintersville. Eroshevich said the control center will be the foundation for replacing all the outdated telemetry controls at county water towers and for sewerage equipment.

Commissioners opened four bids for the county engineer’s department for the repair of a retaining wall on Permars Run Road. The estimate was $60,571. Ohio-West Virginia Excavating of Powhatan Point submitted the apparent low bid of $65,232.

Commissioners agreed to provide the Salem Township trustees with $4,100 in recreation funding to repair fencing at the ball fields at Jefferson Lake State Park.

Commissioners signed a road use maintenance agreement between the county engineer’s department and Ohio Gathering Co. for the installation of pipelines connecting gas wells. The company will use county Road 71 as a haul road.

Commissioners went on record as supporting the renewal of a 10-year, 1-mill levy for the Jefferson County Joint Vocational School. The levy will be used for current expenses, building improvements and equipment and tools for students. Todd Phillipson, JVS superintendent, said the levy has been approved since 1977
