Tiltonsville approves raises

TILTONSVILLE – Several village employees will receive pay hikes, effective June 1, as the result of an ordinance approved this week by Village Council.

Councilwoman Kelly Klubert reported she and the rest of council’s finance committee recently met, and they recommended the pay raises. The ordinance listing the pay increases – for the police chief, a full-time patrolman, a part-time patrolman, a lieutenant, water/sewer superintendent and street commissioner, utility worker, street maintenance worker, lead water clerk and water clerk – was adopted under the suspension of rules.

In other matters, police Chief Jerry Davis said he expects to have the department at full staff by June. Davis said he has three applicants to be interviewed for the department.

In addition, the village’s new Dodge Charger 2013 police cruiser has arrived. Plans are for decals to be put on the vehicle next week and for the radio to be installed. The car came without a spotlight, and one has been ordered at a cost of $540.

Permission was given for Davis to have an electrical problem fixed on the Crown Victoria police cruiser.

Davis asked about police uniforms including shirts and pants. Officials agreed to pay 50 percent of the cost.

The chief said arrangements have been made about having coyotes trapped. Complaints of coyotes at the pump-house field have been received.

Officials discussed restrictions for recreational vehicles and campers on private property within the village. Solicitor Bryan Felmet is reviewing the village ordinance about these vehicles, and indications are action will be taken at the June meeting.

A property owner talked to officials about his burned house in the village, asking if there is any grant money available to tear down the structure.

Village Administrator Carl Sgalla explained grants approved for the properties in the past, noting one was lost when the bank said it was going to tear down a burned house and the other was used for a burned structure. The property owner had received a notice to begin repairs on the house or to tear it down within a specified time. The resident said he plans to clean up the property and decide if the house can be remodeled or not. Mayor Kris Prati told him to advise officials of his plans, and they are willing to work with him.

Sgalla reported the JB Green Team cleanup for Warren Township will be June 27-28 at Caruso’s Lot. ITems that will not be accepted are paints, liquids or hazardous waste material, food waste, leaves, trees, grass cuttings, construction or demolition materials and semi or large truck tires. The village administrator also reported the new hours, effective this week, at the village post office are 12:30 p.m. to 4:30 p.m. weekdays and 9 a.m. to noon on Saturdays.

Prati told council about a letter from HomeServe in which the company noted it is mailing solicitations for its water service line coverage to village residents this month.

She also provided information about a public notice from the Ohio Environmental Protection Agency about a final issuance of certification for Enterprise Products Operating. The notice went to officials in Jefferson, Harrison, Tuscarawas, Coshocton, Muskingum, Licking, Fairfield, Pickaway, Fayette, Greene, Clinton, Warren and Butler counties.

Permission was given to Sgalla for painting a yellow berm and placing a “no parking” sign in the 300 block of Main and Medill streets. Two complaints had been received about large trucks being parked there, creating a visibility problem.

Included on Sgalla’s report was the demolition of a structure at 201 Walden Ave. has been completed, and he will have a thank-you letter for the help provided by the Jefferson County Regional Planning Commission and to Domenick Mucci, director, and the commission staff for signing at the next council meeting.

He added correspondence continues with Wells Fargo about demolition of a structure on Ohio Street.

As weather permits, filling holes in alleys with grindings and cleaning of catch basins are continuing, according to Sgalla. He also told of grass-cutting and preparing the village for Memorial Day.

Submission of operating reports concerning the water and sewer systems and daily litter collection along streets also were reported by Sgalla.

Council’s next regular meeting will be at 6:30 p.m. on June 18.
